AbstractBoth the business sector and the government are nowadays embracing Internet technologies in order to provide high quality on-line services to their "target groups". In both cases, service providers are trying to transform web surfers, casually visiting their web sites to seek information, to users of their electronic services, i.e. e-consumers and. e-citizens. In this paper, we address the similarities and the differences between the business and the government, when they act as service providers, with respect to the factors for successful service and the issues that must be addressed.
